Is there a problem with EU Version too?

After half day usage Mi8 10.3 running without problem. No battery drain and no any other issue.

nice stable release XD, same issue from weekly roms, no mobile internet on some apps, using mi6, was telling u about this like 2months ago and now u ported this bug into stable version xD noice

I did full reset including internal storage since I came from dev rom.

Try clearing app data for Settings and clearing dalvik-cache in TWRP.
I checked the code in your ROM and everything is fine, you should see the Night mode setting.

What does "while installation" mean? in TWRP?

Don't know what to tell you, redownload the ROM and reflash it. Nothing wrong with the code.

So you're seeing the initial setup screen and then it goes black, or nothing is shown immediately after boot?
