In the source I checked, it says that the stable fastboot version was released on 04-28, and the stable beta recovery version was released on 04-15.
However, this date is probably a bit inaccurate.

DND can be bypassed by favourites contacts, there's an option for that but I can't remember if it's enabled by default.
