It's a xiaomi.eu dev choice for their own ROMs... but you can always modify in TWRP if you know what you do.

I have no idea how to do it.

I've seen a lot of people think this option of not being able to update system applications is bad, it could be modified. Nobody complained when you could update.

Is it @ingbrzy that has that power?
