I've unlocked few Xiaomis and no brick by flashing developer over stable and viceversa (with a wipe), unless something goes wrong.

Yes, all Redmi Note 3 with MTK chip must be flashed with developer ROM before unlocking bootloader, so you can flash from Stable to Developer with locked bootloader.
