OTA? Because it doesn't works.

He UPDATED from 12.5 which means its not from weekly build so update rom.bat will work just fine. Format is required if you are currently on weekly build going to stable.

Clear data on the "permission" app would have resolved this issue without factory reset.

Its up to you, what version you want, xiaomi.eu or global version. Xiaomi.eu rom are based on the same versions.

- Updater - Menu (...) - Reboot to Recovery
- Install - Select zip
- Reboot
- Done

Reboot from recovery and selected the zip rom file in the root? Right?

Only devices which "ROM type" are "Recovery". As you can see there are none at the moment so you need to use fastboot method.

There is no "new control center" on Stable or Weekly MIUI 13 ROMs yet. Not officially released on these branches yet.
