Hi to all and thanks for the great work!
I am wrirting this just for info. I am with Mi-3 CANCRO and I'm having absolutely the same issue.
Tried 4 different versions of TWRP with no success, tried today's ROM, 6.3.31, but the only one that is flashable remains 6.2.25.
Edit: almost all services on 6.2.25 are not working. Probably will try full wipe and reset...
Guess I am waiting for the next week's ROM!
Cheers!
see my post to start clean from xiaomi global. I beleive your phone must restart from clean point to move forward. So we are minimum 3 members with same issue. 2 with MiNote and one with Mi3.
Please, first that find a solution do a detail post with instructions, please.

@ingbrzy
First, let me thank you for the hard work.
I have a MiNote, like last week (virgo 6.3.31) also this week with 6.4.7 my phone it's unable to boot, it remain stuck at the boot screen.
MD5 checked OK.
Installed from updater app and than tryed from TWRP 3.0.0.0-0, same result, phone remain on boot screen.
Now I'm back to virgo 6.3.24.
Any suggestions? HELP!

I think it is useless to wait , too much garbage on your device I think.
I installed 2 cancro yesterday in 6.3.31 and all went fine.
I beleive you need to start clean:
download TWRP 3 cancro on your PC
have miflash and fastboot on your PC
then miflash the cancro global dev rom from xiaomi 6.3.17 : it will fully init the phone, all clean
then boot the phone and copy 6.3.31 at the root
boot your cancro in fastboot and usb plus to your PC
from PC:
cmd> fastboot devices
fastboot boot <your twrp.img file to boot on>
then your cancro will boot on twrp
from twrp install 6.3.31 zip, let it install, wipe cache&dalvik, then you will have something working.
Let me know how it works for you.
There were no change for cancro in installation..M
My Phone isn't full of garbage. Actually only few app added.
Using you method, I will loose all my data and I'm too lazy to make a backup.
I waiting @ingbrzy that hopefully come aut with a solution. Maybe he can identify what was the installation process changes from 6.3.24 and 6.3.31/6.4.7

do a backup, mi sync. At some point if you don't want to try to start clean you'd better avoid updates. I prefer the team here focussing on updates, translations, deliveries than spending all time fixing crap installs everywhere, it is too time consumming for no benefit. You should question a bit more yourself, last week many cancro owners posted they are happy, so ?
Try to do a adb logcat to inform ingbrzy what the problem with the romSo?
I have MiNote using Virgo.....not Cancro.
So?
Severla users with diferents devices has reported that starting from 6.3.31 are unable to update, stacking at boot screen....all same identical issue.
Probably you are right....all this members (me included) has the devices full of garbage.
But it is still a strange coincidence!
