MIUI 9.4.11 hasn't been released (Global nor China) so I don't know what are you waiting for. It's being delayed or skipped, but 9.4.11 Xiaomi.eu isn't being released today or tomorrow.

I use NFC payment (in Romania), not using Google pay but instead using ING Pay (ING Bank application). No issues by activation and works normally.

Do you have magisk installed?
