I wiped dalvik, data, cache, and system. I ran China Stable Miui 9.5 before.

If you came from official rom then format data, reboot twrp, transfer rom zip file, install it and reboot to system.

The updater finds the new rom, but i cant download it, because if i click the button it shows that i'm already up to date i tried to remove data on the updater app, but it doesn't works. What should i do?

I had to press the download button for about 10 seconde, then it startet downloading.
A bit strange bit that is how it works on my Redmi Note 4x.

When there's a download button for the new version and it says "You already up to date" does it mean it's not uploaded to the servers yet or is it a bug?

Also, when reporting bugs do I need to change the version to the old reports if the bug is still present in the new version? Examples:

Version 8.8.3 installed perfectly on my Redmi Note 4x using OTA.
Icons changed: no big deal, Ingbrzy explained hoe to change theme.

My only real problem (as I am not using face-unlock) is that I am missing the option for Cell Broadcasting or Emergency Messages.
