Bug with Scanner is only on Xiaomi.eu roms bug? I try China Today on Mi Max - Hydrogen and not have this issue, on Xiaomi.eu i have.
But i fixed this issue, i install manually last Scanner Xiaomi from apk.

I have problems with micloud because it does not close any backup anymore mimix rom weekly

Mi cloud backup would not work for me when my Mi Mix was still on official Xiaomi Global Stable.
After a week I gave up and shut it off.

Sync works fine, I have it running syncing 3 different phones, different roms.
Except sometimes it wont on mobile data, have to kick it a little.
