This is not public. This is leakage from beta china team test.
The guys from the crew xiaomi.eu do not have to take a leak because they have access to these tests and roms feom official site. I do not know what you do not understand here. Wait patiently to complete the tests and then miui china will go public and then xiaomi.eu. How impatient are you to install the rom from the leak or apply to beta team tester china miui and test.

Don't flash from stable, I've got this issue too while installing eu from the stable one, flash the china dev rom first then have fun!
