After updating to 7.0 twrp is deleted. You should use the new version designed for the new bootloader. Old versions twrp will not work because they're under 5.1.1.
TWRP for MI4C with the new bootloader.

You can miunlock without any problem on this xiaomi.eu 7.2.9.
