Same issue over here with a Redmi 2 pro (HM2014811). So one member more with the upgrade issue...So we are minimum 3 members with same issue. 2 with MiNote and one with Mi3.

Hi Stefano,You could try to flash your phone with China ROM using miflash application by your computer. After that, you install twrp 25 February version, factory wipe and then install weekly ROM by twrp.

If You have a redmi 2013023 You have not a redmi 2 td (2014813 or wt86 etc) but You have a redmi 1. Xiaomi.eu if i remember don't support any more your xiaomi. You have to use a rom fastboot for redmi 1 2013023 if not You brik your phone. Find on en.miui.com a guide to miflash your phoneHi,
My Redmi2 TD (wt86047) is bricked since updating to xiaomi.eu_multi_wt86047_6.4.7_v7-5.1.zip weekly ROM.
Previously I was using xiaomi.eu_multi_HM2013023_6.1.28_v7-4.4.zip.
I updated using Updater app on phone as usual when I did it.
The update went OK, but after rebooting, the phone get stuck on MIUI startup screen (for hours).
What I tried so far to fix it is to boot to TWRP recovery and install xiaomi.eu_multi_wt86047_6.4.7_v7-5.1.zip ROM again: I turn on the phone in Fastboot mode, I upload TWRP (wt86047-TWRP3.0.0-1_LP.zip) by USB from computer, and then I install ROM from SD card.
I enclose the recovery.log from my last try in this message, but cannot see what is the problem, install seems OK.
Please do not hesitate to reply if you know a way to unbrick it installing the new weekly ROM.

I also noticed that multiple people reported the same problem in the thread, at least with Redmi2 TD wt86047, so there might be a problem with the OS upgrade or process if I am not the only one.
That the first time in more than one year that the update process failed for me.

I found the fastboot chinese ROM for wt86047 on xiaomi web (which were none of my previous message), but I was not able to flash them properly.
_ In the end, I just started the phone in fastboot mode again,
_ then upload TWRP (wt86047-TWRP3.0.0-1_LP.zip) by USB from computer
_ once the phone enter TWRP, I went to wipe section, wiped to factory reset, but I also formatted the data partition
_ then I installed eekly ROM xiaomi.eu_multi_wt86047_6.4.7_v7-5.1.zip
After reboot, it took only a few seconds to see "android" at the bottom of the MI boot screen.
Then it took a bit longer, but the phone finally started, and now I am configuring everything again (oh the joy).
