If you mean "wake lock screen for notifications" feature, it is already exists for a while:
Settings>Lock screen>Wake lock screen for notifications

2. Any chance the vibration would be made stronger, like in previous weeks' ROM
3. Any chance that phone will vibrate when (1) is on silence mode AND (2) vibrate is on AND (3) screen is off AND (4) a notification comes
