I think you have right about that issue. Its caused by Power manager in Security. Just enable/disable Power saving option.

EDIT: Reboots get serious. Reboot while installing app, reboot while opening settings, reboot while.... 3-4 reboots in 5 min Yesterday I flashed 3.12.6 by helinchun it had same issue, then I back to 3.11.29

EDIT2: I always make full wipe then clean install, not dirty flash
