My phone charges perfectly (at 120W).

I do not recognise the pages that you are showing, so I cannot check what my refresh rate would go to.

But you are with default rate or with personalized refresh at 60hz always?On my 13 Pro (nuwa) - no root - it stays around 60. I don't think it will ever go much below that because there is the line constantly scanning.

So, I think it's problem of Fuxi ( Xiaomi 13 ). Mine show always 120hz. Never appear 60hz or less.I'm on the default rate - dynamic.
For instance, when I scroll through the different home screens, it shows 'AUTO', and can then go up to 120 if I scroll quickly, and when I stop scrolling, 'AUTO' disappears, and it settles down to 10.
Memory is cleared regularly ('10 minutes after locking device'), and I often clear Recents. I also sometimes use 'Boost speed' and 'Cleaner'.

I did some reading on the internet and found out that LTPO screens work like that. At lower brightness, they don't reduce the refresh rate so as not to cause the screen to flicker. It does not seem to reach 120 at any stage, except when actually adjusting the brightness.
This is the screen that I tested it with. No data refreshes itself on that screen.
