Don't know what you did... no issue on my Mi 9T.
Used custom TWRP version? Used DFE patch before? Installed my "Universal" conversion patch (K20 Pro to Mi 9T Pro) before?
My Mi9 is also using much more RAM on this build.Mi8lite use a lot of ram memory

I have mi 9t and for me lag's mucy less than it was on miui 11.I do feel a lot of lag still while opening apps exiting app and scrolling . And memory usage is still high
You can wipe cache/dalvik&cache when you want, not a problem (but useless if you install xiaomi.eu ROM).i did wipe cash/delvikcash before and after installing from 7/5 to 14/5

Have you got magisk installed on the ROM you were coming from? If so, some magisk modules could cause bootlooptried to re-install 20.5.14 ROM Then try to re-install previous ROM version. and still getting bootloop on miui logo

Try clearing the Cache of the updater app. It`s just a guess, but this should fix it.

Flash shrp recovery, and reboot or reflash ROM with shrp again. Should work. I had that on mi9se tooys have magsik but installing for root and hide apps from root
