So, I've fixed the problem (I hope) in this way:
- I copied the LatinImeGoogle.apk in the sdcard.
- I manually installed it (using ES File Explorer).
I hope there will be no side effect...
Well of course you can install it. Its a simple app from /data. Just go to /data/media/preinstall_apps and tap on the apk. This will install app like any other Google Play app. But its not a solution for me...

It work very well for me, try root explorer, copy the file to sdcard and install the .apk file via inbuilt file explorer.
Okay, lets answer these questions for anyone with keyboard problems
1) What phone and version were you on previously? (EX: MI2 3.8.16)
2) How did you update and with what? (EX CWM, Updater.apk, etc)
3) After you boot phone via `adb shell`, list the contents of `/data/media/preinstall_apps/`
Can someone upload the keyboard file for me?
For some reason isolated phones aren't running the script that pulls APKs from /data/media/preinstall_apps and installs them. Can't figure out if its a different recovery problem, permission problem, full /data. I dunno.

I don't know if it's related to the problem or not, but at the moment of the update I had the option "Security&Privacy->Unknown sources" turned off.
When I manually installed the apk, the installer asked me to turn it on.
Is it possible that the auto-installation of that apk failed because of that?

/data/media/preinstall_apps/reinstall_apps doesn't have executive permissions, maybe that's the problem?
