which device? 4 way reboot should work without control panel. long press on the power button and then choose reboot. you will see another reboot options.

I usually decompile the MiuiSystemUI.apk but appears this error when I recompile and I've tried putting but still does not work even without making any modifications

Just ignore it. It's because the en translations contains strings for more devices and your systemui is for one device only. So it's more or less not errors
