Android 12 custom recovery support

Just for a question and excuse me if it will be a noob question,,

Why the developer of xiaomi eu said that A12 does not support custom recovery and I found another custom ROM'S with A12 and supports installation via custom recovery.

Again I am not underestimate the great and huge developers of Xiaomi eu but i just need an explanation to get things clarified for me
