Yes. The first time of viewing the App info, the heading Battery saver is visible. Going into the App info again and the heading Battery saver has disappeared. If you reboot, the headng reappears, only to disappear again at the second viewing.

You could try using a downloading tool, eg. JDownloader2 (free), which will automatically resume. This is an MS program. I don't know about one for the phone, I never have problems when downloading onto my phone.
