Why 7.1.6.0

It is quite a simple question. Why would 7.1.6.0 stable was the best rom for Mi4C? Still no contender?

Went from 8.0.4.0 to 7.1.6.0 and I think it si better in many ways. Especially better temperature and battery life.

is the ROM is unlocked bootloader? i mean can it be unlocked via fastboot oem-unlock ?

No xiaomi.eu rom locks the bootloader.
