I installed a standard.
I have granted all the privileges as usual, and for some reason it does not come up when call is coming.

Grant full access to notification, run over other applications - nada, not working. Any ideas?

I don't know the answer, but I would try setting the power management for this app to "no restrictions".

Obviously, these are basic things I did, and yet he doesn't pop up the notification window - doesn't matter what i did.

Working fine here. Try permissions like autostart, run on background, permanent notification, floating notifications...

On the MI 9 it wasn't.

That is what I want to avoid, but then, it is not really working.

You mean, during incoming calls, you did not get any of these screens?

I am attaching the screenshots from my phone for your reference and comparison. I am using a Mi 9 (Cepheus) by the way.
