yes it is, when i suwitch to video mode the angle isnt as wide as usual

It's either: a change from 4:3 for photos to 16:9 for videos, or if EIS is enabled (10% crop from all sides). The tele is 2x zoom, the cropping is 50% + much closer view in viewfinder. You can check in manual mode yourself, how close the tele vs the wide angle when looking at an object from the same distance.

No, but you can do the other way around instead: make the photo aspect ratio 16:9 instead of 4:3. The resolution will be dropped to 9MP but photos and videos will have the same frame size.
