I managed to install TWRP via fastboot on a Mi Pad 2 with unlocked bootloader and Chinese Miui developer edition. It works great, no bugs so far. Playstore works flawlessly.

Hi a very easy way for unlock and flash twrp is to do that with Windroid Toolkit v.3.1, everybody should do this with that. (Google it, i can't set a link here now)

Hi, I just bought a MiPad2 from China that come with China ROM. Can I flash it to the official International ROM?

There are no official international ROM. There are some custom ROMS made from china/eng ROM.
