I am facing an issue, when I double tap to turn off the screen, it does not work.

I checked the setting, and restarted it. it does not work.

That option works only on lock screen.

Enable below option for double tap to turn off the screen via home screen:

Because you have "double tap to lock screen" option enabled in launcher (home screen) settings
