OTA Updater always says "You are up to date"

I am using a Redmi Note 9 Pro 128GB European model with Xiaomi.eu Stable rom. But i think updater is broken. I've deleted my files and data andupdated Xiaomi.eu rom with downloading from servers before but updater is still broken. I've cleaned the Updater app and tried it again but nothing is happening. Anyone know how can i fix it?

It might be possible on stable, there was few obstacles in the past and because stable can be pretty old (depending on each device) comparing to dev, sometimes manual download is necessary. Sorry for inconvenience.

Thanks, but i figured that out! My phone has no TWRP and probably doesn't get updates because of this. Well... at least download post says so.
