Yes, I've just finished update on Mi5 to new GLOBAL version ROM and it works.
Is there a any possibility that Note4x would have signed Global ROM, otherwise this phone is useless , its for my wife

Useless? Why? Official global is available for the 4X...

Because, it is not signed by Xiaomi, and update process is blocked by unsupported ROM. Maybe there is a glitch in ROM itself, and with the new version it will be fixed.

Was anybody able to flash latest global ROM on Xiaomi Note 4X?

Chinese one, works ok, the global one no. At least this is my experience...

That's weird, I adb fastbooted my 4X to the Global one without any issue...

Have you tried to fastboot the latest China dev (Android 6), flash TWRP (3.0.2 should work) and flash latest EU on Android 6?
