if you have encrypted folders in TWRP, it is not a TWRP problem, it is a problem of bad ROM installation, that could have cheered for the following:
When installing a stable ROM and moving to a custom ROM or weekly ROM, and before changing the ROM I do not disable Xiaomi MI account, I do not disable passwords (In case you have enabled fingerprint reader, password, pin, facial recognition). For these reasons your phone is encrypted, that is not a TWRP problem.
The only solution is to Format data, cache, Dalvik. Read above there is a way to do it. This reboots the entire phone, and you will lose any unsaved data.
