Need some advise

Hello,
Bought a MI 8SE global rom (dutch) via Ali, used Mi-mover, but decided then to go to factory settings. Fastboot loop. Used Xiaomiflash and phone is working, but is now the chinese version 10.2.3.0 (PEBCNXM) Android 9. Bootloader unlocked, device unlocked. Tried XiaoMiTool V2, but it always end in a fastboot, tried TWRP several versions, but i never get in the TWRP menu. Tried the volume-up/powerbutton, nothing. Phone is still working, but is still a chinese version, and it would be nice to have a dutch version .
please advice. Thanks

Twrp 1227 release must install well and allow to flash any new eu weekly android 10 rom.
Something is wrong at your side you don't tell us.
what's happen when you fastboot flash twrp?
 
Well i must do something wrong, started all over and made some screenshots. Saw your excellent video, did exactly the same, but?

Start your phone in normal mode and connect it to pc. Type these commands in adb command propmpt:
adb devices - your device should appear
adb reboot bootloader
fastboot flash recovery twrp.img - rename your recovery image to twrp.img for convenience
fastboot boot twrp.img
And you should be in twrp.

P.S if this doesn't work try to install these adb drivers while your phone is connected to your pc https://forum.xda-developers.com/attachment.php?attachmentid=4623157&d=1540039037

he has ADB set and working because he is able to install twrp file.
Issue is about reboot.

Yeah I posted it as an alternative - sometimes for unknown reason the method simply doesn't work. Also I posted the command to boot directly in twrp after flashing it.

@LOLO9393 " After install you must reboot hard mode: vol+/power" I've tried this, but it doesn't work .

@ werty, tried it, then installed the other adb drivers, reboot the pc and tried it again. Screen of the phone stays now black/off and when i use the vol+/power it goes in Fastboot. When i use the power, phone starts normal, but still the chines version

Your Bootloader is unlocked for sure?

Verify the statues in mi unlock tool or by issuing < fastboot oem device-info >

I've checked again what you have '(well) done.
suggestion:
- try twrp 1217 (because it may better fit with this stable rom version as it has been a move on it)
- if not successful, you go to cleaning all by flashing fastboot room 8.12.27 or earlier.
-then flash 1217 again (it should stick)
now you are ready to update and flash with 1227 release.
 
tried twrp 1217 and it worked, so followed the video and when i reboot it, it went in a fast boot loop.
Flashed 8.12.13, flashed 1217 and updated in twrp to 1227, then reboot, waited for about a half hour and the only thing i see is the white Mi icoon, with unlocked at the bottom, tried the volume+/power, but then i get a menu in Chinese, with 3 buttons, reboot, wipe and ?? Mi-menu ?? ( Google, i don't speak chinese)

When you are on with 8.12.13 fastboot rom you go flashing new eu rom ( not MIUI11 stay with MIUI10 version) WITH 1217 twrp.

when it is done you don't reboot system, you install new 1227 twrp for further purpose and next to go to MIUI11 and android10 rom.
 
At last , i have a working phone in dutch. Tried your suggestion, but they all ended in a fastboot loop. So i flashed sirius_images_8.9.6_20180906.0000.00_8.1_cn_cc63ddb73a and then TWRP 1102, followed the video and flashed xiaomi.eu_multi_MI8SE_V10.2.3.0.PEBCNXM_v10-9. That worked for me. But i couldn't have done it without your help. Learned a lot. Problem solved.
