my xiaomi mi4 dead, cant enter to fastboot

now no respond from mob, red led blink for a while connect usb.

You bricked your phone. Apparently you have no knowledge how to deal with it, send it to repair center.

SP Flash Tool is for MTK devices.

coz im staying inDubai and no service center for Xiaomi.

no, not detecting anything while connect the PC.
red LED blink for 2/3 seconds while connect USB cable.

Xiaomi mobiles they are not services here in Dubai, they are asking me which tool BOX they have to use.

Finding testpoints is only chance for you. Maybe ask Xiaomi for help.
