Because you did not wipe date partition.

Once the system boots to TWRP, you have to "Wipe - Format Data (where you have to type 'yes')". Once you do that, all the data in the sdcard is wiped out. That's why there is no point in copying the files before formatting data.

Once the formatting is completed, you can either "adb push" or Mount/Enable MTP and copy it from your computer and continue with the installation.
