Mi 11t PRO Rom instal requirements

Hi all
Just upgraded to a Mi 11T pro 8/256 from my old OnePlus 6T expecting to receive it tomorrow
I'm a bit confused regarding the install requirements of a custom rom on this phone as i've not installed a custom rom on a xiaomi device since the old Mi 4c i had previously and loved.

i'm aware that the codename Vili will not have weekly roms and that's ok, i'll live by with that
on my mi4c the bootloader unlock was nearly instant (or max 72h, long time so i don't really recall)
my question is regarding install via Fastboot method to latest xiaomi.eu stable rom

1. am i required to unlock the device before updating via fastboot(wait the full bootloader unlock)?
(edit: the more time i spend on the forum i get the answer here is yes it's a requirement the full unlock)

2. am i required to update the device to latest official update (android 12) to use fastboot method?

there is only a few posts with detailed info for vili so there are many details i'm not fully aware yet.
(additionally i'll appreciate the advice if anyone knows a good tool to migrate data between phones even tho only want to migrate after custom rom is installed)

Should be easy to understand and its written everywhere.

- Unlock bootloader (168h)
- Download ROM zip file
- Unpack downloaded zip file in the PC using WinRAR
- Reboot your device to fastboot mode (press volume down + power)
- Connect to PC via USB cable
- Run fastboot installation script from unpacked zip according your PC operating system:
windows_fastboot_first_install_with_data_format OR windows_fastboot_update_rom

i'm already on miui 13 stable

one thing i've noticed
the scroll speed compared to my old oneplus feels way much slower, this is very noticeable in social media app's / text when you try to scroll to bottom you need to do it multiple finger pushes, is this normal across miui 13?

Did install EU rom on Xiaomi 11t pro?
