You want to do WHAT? Uninstall the system "app"? Of course without a system you cannot boot afterwards. If you want to uninstall the system to get ready for a clean install, wipe "system" after booting in TWRP, then flash another one.

i mean that i uninstall app like 'xiaomiAccount.apk' on china miui rom,then it can't boot;
but i do this on eu miui rom,it works fine.

You can't. The system enforces the existence of certain apps, especially apps that are involved with device security, like XiaomiAccount.
