Governor - I/O Scheduler

Is there any way to change/select different governor in V5? can't seem to find the "performance" option in settings >_<

Those options are available only in Xiaomi Mi2 devices. However you can install any app from Google Play to do that. Did you search "CPU" terms?
Install Trickster Mod app or any other.
