Do u recommend the Mi 9, does it get regulary updates?

+1 Mi 9 very good. I bought it before mi 9t pro was out, so now i think i would bought m 9t pro, but it's mater of what you prefer Notch in mi 9 is not so ugly as in iphone but for me without it would be better

Mi9 is great, but not water resistant!
And you have to do a very complicated unlocking procedure and then flash the ROM via TWRP to get regularly updates. Otherwise you stuck at Android 9.

It's a little water resistant You can't go to swim with it but if it will fall in a puddle, it's enough.
Global/EEU MIUI 11 with Android 10 is out for couple of weeks now
As for unlocking, it's not VERY complicated, turn on couple options in settings and download and install a tool for unlocking is not complicated at all for most of the users There is a lot of guides and the only real problem is that you must wait for a week to unlock it.

What happens if I don't unlock it? Will it get “normal” uodates? Does Miui11 improve the camera?

Nothing. You just won't be able to install custom ROMs. Just buy global version. Updates comes every 3 or 4 months.
What do you mean by improve the camera? If you want good cam app, buy pixel 4 or iPhone Or use g-cam port.

While Mi9 has a much more powerful camera hardware than Mi9 SE, it makes worse pictures, because Mi9 SE has a better camera software. In theory they could update camera software aswell for the Mi9.
