As jmp also just stated, Normal Mode has a wider range of variable clocks and ramps up to full speed if placed under heavy load.
Performance Mode will make the CPU sustain itself around higher clock ranges with any/minimal activity, so you could say it is imminent and consistent responsiveness compared to the latter. As a result of this, battery life will definitely vary between the two.
