Try going to
Settings->About phone
then tap 4 time on Kernel version; Hardware tests should open.
Start test #12, Touch sensor and try applying some pressure on the center of the display.
On the bar on the top of the screen, the last but one meter (Prs) should react to the pressure becoming red.

Install Terminal Emulator from Google Play Store, start it and type

probably yes, because when i turn on 3D touch in settings, then when i go back to see if it is still turned on, it is actually off.....so it seems official rom turns it off as soon as its enabled....weird....and it can only be found by search box in settings.I guess that on official ROMs it's disabled by software.
