The error can not found file flash_all.bat appears when trying to flash xiaomi 13 pro via miflash. Please tell me what to do

Why are you reporting a mistake of your knowledge here. This mistake must be corrected only by you (by reading/education).

Mifash is not used to install custom ROMs from xiaomi.eu!!
Miflash is used to install official (stock) ROMs.

extract ROM
run windows_install_and_format_data.bat as a first time installation (BACKUP FILES BEFORE DOING THAT)
run windows_install_upgrade.bat (if you already have Xiaomi.EU installed.)

OR:
If you already have Xiaomi.EU and you have TWRP installed, just boot into TWRP and go on install and flash the ROM zip
