The ROM "VEUX" is only for the Chinese device Redmi Note 11E Pro. And yes if there isn't a recovery for the device you have to use Fastboot. For TWRP see this or this.

Why does the performance in general like opening and closing apps, scrolling, using the UI feel laggy on the Redmi Note 11 Pro 5G device. This issue was not present on the stock ROM. Also it feels like it's heating up more than stock while having worse performance.

Works perfectly on my Redmi Note 11 Pro 5G. Make sure you have everything updated and also try deleting Whatsapp app data to reset the permission prompts just to make sure you gave it the right permissions
