Where to suggest new feature?

Second order predictor for typing. It was an old but nice and useful feature of some phones (e.g. P800 Sony Ericsson): if I usually write 'Hi dear', the next time I type 'Hi' on topmost part of soft keyboard should appear 'dear' to be touched and added quickly. Now after a word we have only "! ? , ." and so on.
Useful, but can be a good improvement the second predictor ( I call this second because the first predicts the word itself).
I can write SW in Java, so if someone gives me hints on how to develop for MIUI maybe we can do something.
