In Xiaomi's latest update, there is a "Security" application. Click "data usage" and then "restrict". Your app has been blocked from this screen. Click the red X to enable data.
Xiaomi introduced this problem and it's affecting a lot of people. It seems that all new apps installed after the update have permissions disabled by default. On my phone, it certainly blocked Opera and Wechat this way. I didn't change anything.
