Yes you can
First backup all your important data, pictures etc..
Second do a format Data in TWRP to get rid of any phone encryption, reboot again into twrp.
If you have a PC, connect phone to it and copy 9.3.28 to the internal storage of and install it.
Kernel and Root(Magisk) you can install later in TWRP.
