MI3 can use voice recognize (to type message)?

I used to use voice recognize function in Samsung to type a message for chat, but now I don't know if with my Mi3 I still can use it or not and how?
Please suggest me.

Thank you very much, I tried it and it should work but it didn't. Because it seem like China block Google this weekend so sad. Thank you anyway I will be able to use it when I leave China.

or maybe you could try IFLY app, which is an input method. it works fine in Chinese and I tried English , it works

Sadly I can just confirm the same issue. I have tried google search and it gives me a message that the device doesn't support that.
