K40 Pro: Could not hang up a call when enable VoLTE

Hi everyone,

Since the very first build of Xiaomi.eu rom, my K40 Pro has an issue with VoLTE. I was on 21.5.26 and clean flashed Eu Stable 12.5.4 but the issue still exists. Detail as below:

After enabling VoLTE, i try to call someone who doesn't have it activated, my phone will end up with "Hanging up" screen. Everyone after that will receive "Line busy" notification when trying to call me. I also can't make a new call because of a on-going call.
There is only one way to completely end that call is rebooting. Not sure if it's Xiaomi's official issue but i would like to ask for your help and hear some suggestions where i should start from to get rid of this. Thank you.

Are you sure that your provider (for mobile data) enabled VoLTE option for your phone number?

Do you have Magisk or not?

Confirmed that i have VoLTE enabled for my phone number. It used to work normally on Mi 8, my previous phone.

Yes, i do use Magisk, but only for adaway, no other modules.

Update: I flashed Global rom (Mi 11i 12.0.3) and VoLTE is still broken. But "Okay Google" hotword works while it doesn't on xiaomi.eu.
