Just Got My Redmi 3 And I Need Help

Hello, I'll start by thanking anyone who takes the time to read this post. I just my recieved my redmi 3 (not pro) (from aliexpress goldway, if it changes anything) and I noticed that the MIUI version shown in settings is 77. | Stable 77.1.1.0 (LHPCNCK), that gave me some suspicions, though it doesn't have any chinese apps outside the xiaomi base ones and it has google play store. I want to install a xiaomi.eu ROM, and i've read a little but I don't know where to start and this would be my first time modifying an android OS.
In summary ,what I know:
-Phone not rooted.
-Seller flashed custom rom.

First you should apply for bootloader unlock...
And then, update your Redmi 3 to China DEV Rom... From MIUI.com...
(You just download zip file, rename to Update.zip, and update via updater app on your Redmi)
And then when you receive sms that your req for BL unlock is done.
You just follow few simple steps and you'll have xiaomi.eu Rom in fem minutes...

Your rom is tempered rom.
First install xiaomi devel rom fastboot method. Backup your data.

just got the unlock confirmation, China Dev is only in chinese right?
Also, installing it by update is the same to install it by fastboot?

China Dev is also in English.
Update via Updater is via fastboot, yes.

Can I flash china dev with flash boot and my flash with a locked bootloader?

Of course you can. Also, you must have developer version installed to unlock bootloader.

I'm following the instructions to install twrp but after creating the boot-new.img I don't know what to do

Install what? It's not necessary to wipe anything until everything working ok.
