How To Unlock The Bootloader Without Official Rom?

I have permissions from Xiaomi to unlock my 4c. But when I use the Unlocking App, it tells me "Couldn't recognize device"

The ROM version is MIUI 7.0 | Stable ; 7.0.16.0.0 (LXKCNCI)
I hate this ROM, it comes with much bloatware that I can't uninstall.

How to unlock the bootloader and flash a new ROM?
Been trying many places no 1 has the answer

It's a shop ROM boot into bootloader and try if fastboot oem unlock works.
