Not possible at this point of time. The rom was built this way. Maybe in future release they will reflect with system settings

There should be an update pack for all devices, with a 12-hour clock, actually. Just look through the thread of your phone.

Menu softkey > Settings > System > Data ?& Time Settings > Toggle "Use 24 Hour Format"

+1 for this answer. The Date and Time settings on my Nexus One running today's version of MIUI do not affect the lockscreen time. It's always 24 hour, and has been since the new lockscreen was introduced. I haven't seen an update pack with a 12 hour clock for the lockscreen either. Got a link to that?

If you flash the language pack on 1.4.1 it will default to the 12-hour format on the lock screen. I flashed 1.4.8 today which doesn't have that issue.
