No. Just no. This is the same with most Chinese corporate speak or Xiaomi's comms for their other stuff.
It's just another way of saying they will renew the programme but may update the policy wording in the process. The released Xiaomi 15 has already proven unlockable using the conventional CN community approach, which is the same one last year for the 14. It's going be just as difficult but they don't intend to shut it down.
