Invalid Battery drain while on sim lock Veuxg rom

Hello i have noticed that when phone restarts and you let phone inactive while it is on sim lock screen phone cannot reach the signal because it is sim locked and draining battery in cell standby. For example on gsm only mode it has average consumption around 4-10mah 3hour. But after restart inactive in sim lock screen it has 120-350mah 3hour consumption. Im just asking if it is normal or if it should work differently maybe search for signal after successfully unlocking the sim. It can be significant when somehow phone restarts in your pocket. It was same on older veuxg roms also currently i have 13.0.2 version. Thank you for your replays.
