    New USB tethering cannot be used unless USB debugging is turned on

    Device: POCO F3/HMK40 PC:Laptop(Win11)/Desktop(Win10) MIUI v:21.10.22 Just now, I upgraded my device from android11 to Android 12, and the network shared with PC (By USB) was normal. And then after the upgrade was completed, the network could not grab IP unless i turn up USB debugging.
